Static Views Part 2 - How To Unlock
Requires Completing Mysterious Clipboard Locations
In order for Static Views Part II to show up, players will have to complete all Mysterious Clipboard Locations except Location 9. The quest should be added automatically to your Quest List after you complete the 10th one.

The quest seems to be a bit buggy and will sometimes not be added to your Quest List even if you complete all the requirements. Try relogging into your account since this has fixed it for some players.
