Ruin Machine Core at Chenyu Vale can be found at the ruins north of Chenyu Vale: Upper Vale. You will need to fight Ruin Guards in the area. After defeating them, an Exquisite Chest with a light will appear. Examining them give you Ruin Machine Core.

There is a hole in the map that can be seen, head to the area and you will find a Ruin Guard that does not move. Interact with it and place the Ruin Machine Core to make it move.
