Ruin Machine Core at Chenyu Vale can be found at the ruins north of Chenyu Vale: Upper Vale. You will need to fight Ruin Guards in the area. After defeating them, an Exquisite Chest with a light will appear. Examining them give you Ruin Machine Core.

Upon placing the Ruin Machine Core, you will be able to unlock a hidden achievement called Non-Hidden Backup Energy Source.
