Head to Glaze Peak and you will see a group of Treasure Hoarders. Defeating them will trigger an event that will unlock Undetected Infiltration Quest.

1Talk to Yanbo at the Smuggler's Camp.
2Head to the Logistic Camps pointed out by the map and defeat the treasure hoarders.
3Talk to Yanbo who is now wearing a Millelith Uniform

Open The Treasure Chest For A Quest Item

At the end of the quest, there will be a Precious Chest unlocked nearby. It contains Cup Of Commons which will be used in The Millennial Mountain Quest.

well, you don't have to finish it supposedly
It triggered for me while I was doing the "Surreptitious Seven-Star Seal". IDK if the order matter matters but I did the one in the north first
then the one near the chasm and then the one where this event happens
