Complete World Of Aranara World Quest
Static Views will become available once you complete the World of Aranara world quest. You can find it on the map, and once you approach its starting location, it will start immediately.

Since Static Views and its subsequent objective includes locations wherein the Aranyaka quest line also happens, it's best to do them together. Though there's nothing wrong with completing the quest after Aranyaka as well.

Can Only Get Treasure When In Reality Mode
Vanarama has two states, reality and dream. You need to be in the reality state in order to get the Treasure. Switch between the two states by using the Vintage Lyre in the musical stone in the village.

The Static Views quest does not offer any rewards once completed.

What you do get from completing Static Views is a lot more Treasure locations found around Teyvat! Progress through the locations to be able to get the next part of this quest!
