Page needs an update, the disappearing thing was a bug but they already fixed it.

Also this page throws some blatant misinformation. The notice about the collectibles dissapearing when teleporting or logging out is false. You may continue to collect even if you collect 7 in an area > logout/teleport away > log back in/teleport back.

For anyone reading the comments:
From what I can see:
-There are 22 in starfell lake
-There are 20 in Guyun Stone Forest (This page missed the number nine, it lists only 20, not 21)
-There are 20 in Qingce village/wuwang hill

Starfell lake, south east of the area, where the cryo regisvine boss spawns. If you go south from the cryo regisvine icon on your map you should find another one.

Starfell Lake there is additional one south east of number 11 on the cliff side

On the Starfell Lake map there's one at the statue of the seven and one above number 9

Another thing: the fading stars might can be triggered if you set at nighttime, and when you’re playing as fischl
