i already did this and even got the item the next day but the next quest isn't being given to me. any suggestions why?

Never mind it appeared. You have to wait for 24 hours in real life time for it to appear it seems.

I did part 1 of questline and went to the shrine the next day irl but the item never showed up. I chose the "tri-dango" option too. Is it some sort of bug?
