Rosarias burst snapshots, so unless you use Elem and wait a bit, you won't get the full bonus. Same with Xianling, burst snapshots. Only characters who have any real use out of the unique ability are Shenhe and Xiao. There are better 4* options for Zhongli.

I think this weapon might be good for rosaria as well since she as short skill Cd and her burst works off field
