Use the Memento Lens on the smaller fox, and then use electro on the bigger one, then you'll get Key-Shaped Ward.

the key is found near the kamisato estate on the way to the waverider waypoint. you need to find the earth kitsune statue and use memento lens

The key shaped ward is just north of the Kamisato residence, on a heightened rock on the beach, use the Lens on the small dog to reveal the fox statue holding the ward
