Same here, finished fresh seagrass quest, finished all of the archon, story and world quests (besides the gourmet one and the writer chain), this group just won't appear for me in Inazuma.

Does someone know the requierments to get this quest part?
I mean i did the quest with the underground Cavern & the fresh Seagras ages ago but Xudong's Gang still didn't appear in Inazuma City at all?
