You have to be finished with the archon quest (Chapter I: Act III - A New Star Approaches) and get to AR 36.

I believe you need to have completed Archon Quest Chapter 1, Part 3 (A New Star Approaches) and be AR36. I'm only at AR 34 so I can't access the quest yet

I also didn't get the quest, and I'm AR 45. I think it may be the fact that I haven't finished the main story yet.
