Not sure if this is the same for everyone but at AR27, he was LVL 19 my first fight with him. Second fight, he was LVL 41.

Found him!

You need to destroy the copper towers to drain the islands then in the middle he should be 'Resting'
Dont know how to wake him up tho.

He is only available in part 2 of the quest
