There are only bitter at Nazuchi beach

I found both at each of the locations above. A couple of them I only found the other when I swapped from night to day/day to night but ended up with 18 Puffer and 21 Bitter Puffer after one run through of the locations above.

Half of these are wrong and you're missing locations. At least learn the difference between the 2 pufferfish, honestly.
