To get DIY recipe of Hedge, you need to talk to Tom Nook first at the Resident Services. By doing so, you can start the Nook Miles+ Nature Day Activity. Once you've finished at least one Nature Day Activity, talk to Tom Nook again to get the Hedge recipe.
