Each island sells different flower bags. If your island doesn't sell rose seeds, visit other player's island to purchase one.
Get Flowers From Your Island
Some island naturally have roses from the beginning. They grow on the clifftop so use a ladder to get to them. If your island don't have any roses, visit a friend's island to get one.
