In order to get a Golden Fishing Rod, you need to get all the fish and complete Critterpedia. You don't need to donate those fish to meet this requirement. There are 80 species so see the guide below to catch 'em all.

After completing the Critterpedia, you will get a mail from Museum with DIY recipe of Golden Fishing Rod attached.
3 - Prepare The Materials
