Pave and the Festivale Day Event are all part of the January Update. He will first appear on February 15th and will be there for the event for 40 days before Easter.

What Can You Do At The Festival Event?
Give Pave Feathers
Feathers of various colors will be floating around the island during the Festivale Event. There are specific colors for Pave, so catch those with your net and give them to him. You'll need to bring either 3 feathers of the same color, or one rainbow feather.
★ Furniture Color Matches Feather
Pave will reward you with a piece of Festivale Furniture that matches the color of the feathers you handed in!
How To Complete All Color Variants
Pavé will not give you the Festivale furniture of a color you already have until you complete all 9 Festivale furniture of that color. This means that you can complete all color variants without getting duplicates.

Get A Rainbow Float
For your 10th feather turn-in to Pavé, you'll be asked to bring him 3 Rainbow Feathers. Doing so will reward you with the special, limited-time Festive Float. This only comes in a rainbow color!
