2 Talk to Tom Nook about DIY workshop
3 Collect creatures and give them to Tom Nook

The Flimsy Watering Can recipe will be given to you by Tom Nook once you've donated enough creatures to him. He'll then use his phone to transfer the recipe for the Flimsy Watering Can to you.
