The Festivale is a new event that will be introduce in January 18th Update of Animal Crossing: New Horizons Switch (ACNH). Learn when (what time) does Festival start, and reward items!!!

Festivale Event - When Does It Start
Held On February 15th

The Festivale Event was added to the game in the January 28th update. However, the actual event will only be available on February 15th in real-world time! You'll have to collect feathers on your island and turn them into Pavé!
Event Held For A Full Day
Festivale will last the entire day of February 15th, from 5 am to 4:59am the following day. Your villagers will also be outside participating in the event all day!
Possible To Time Travel
Though it was previously not possible, you can now time travel to Feb 15th and do Festivale. However, you will need to have version 1.7.0a of the game to do so!

Give Feathers To Pavé
You'll be prompted to give feathers to Pavé when you speak to him. You'll need to bring either 3 feathers of the same color, or one rainbow feather.

Possible To Craft Rainbow Feathers Too
It's possible to craft a rainbow feather as well, if you can't find one out on the island. To do so, you'll need one of each color feather! If you want to get rainbow-colored furniture, this is your best bet.

Villagers will ask you for a feather of a particular color. If you just aren't getting enough of a particular color on your own, you can use your villagers to supplement your color variety!
Furniture Is The Same Color As The Feathers You Gave
You'll get various Festivale items as a reward from Pavé. Notably, the color furniture you receive will be determined by the color feathers you turn in! If you want a specific color, collect those feathers only!

Regardless of the color, once you've obtained 9 Festivale items from Pavé, you'll be given one final task: to bring him 3 Rainbow feathers. The fastest way to get these will likely be to collect other feather colors and craft it via DIY.
Get The Festivale Float
When you turn in the 3 Rainbow feathers, you'll get a fancy rainbow colored Festivale Float! This is a limited-time item, so make sure to get this.

Even after you turn in the final 3 Rainbow feathers, you'll be able to keep giving Pavé feathers in exchange for furniture. This means it'll be possible to get a full set in every color!

You can also celebrate Valentine's Day with chocolate hearts and heart-shaped bouquets available through Nook Shopping from Feb 1st to 14th. There will also be other items related to Groundhog Day and Big Game Celebration available for certain periods during January and February!
