The first step to getting a Rusted part is to rescue Gulliver when he's washed ashore on your island. You need to find 5 communicator parts for him to leave your island.

Redeem From Island's Recycle Box

Redeem From Island

Once Gulliver leaves your island, check your Recycle Box at Resident Services the next day. You're likely to find a Rusted part there.

you can also dig up communicator parts and just not give them to gulliver. the next day, they'll have become rusted parts.
