To grow blue hyacinths, you only need white hyacinth seeds. Purchase them from Nook's Cranny to plant them on your island.

Nook's Cranny's seed catalog changes every day. If they don't have hyacinth seeds, you can ask a friend to bring some for you or go on a Mystery Island tour and grab hyacinths there.

You need to plant your white hyacinth seeds diagonally one space apart from each other to encourage cross-breeding and growth of the blue hybrids.

Plant 2 Blue Hyacinths Together
If you want to grow more blue hyacinths, make sure to plant 2 of them together, diagonally and one space apart. Water them every day and you may see more sprout up on your island.
A Note On Breeding
Flower breeding is a lot more complicated than one might expect, as it seems that flowers have their own individual DNA, which only gets more complicated the more you breed them. There can also be various different ways of getting the same color flower. This means that there is indeed an element of chance involved in the process.

You can sell blue hyacinths for 80 Bells at Nook's Cranny. Selling flowers is not one of the most efficient ways of making Bells fast, so it's not recommended to sell them.
