Give Villagers Candy During Halloween

When you give Villagers candy during the Halloween event on October 31st, they will give you Lollipops as thanks. This is the only way to get Lollipops.

After giving a villager a candy, you won't be able to give them another one until you enter a building. Every time you enter a facility, it resets a particular villager's candy flag so use this method to farm for lollipops.

Give To Jack To Get Exclusive Items

Talk to Jack and give him Lollipops to get your hands on some exclusive Halloween themed items and DIYs. Similar to other event items, this is the only way to get these Halloween items.

You will need a total of 3 Lollipops to give to Jack. After the 4th one, he will just keep giving you the Jack's Face item (which you should already have).

On your 4th time (and on) giving Jack a lollipop, you will start to get one of his two clothing items at random. Keep giving Lollipops to Jack if you want to get multiples of these items. If you've completed all of them, you can save Lollipops and given them to Villagers instead.

Jack Receives Lollipops After Being Given Candy
You will need to give Jack candy first before you will be able to give him Lollipops. Make sure to stock up with Candy before the event to have enough to give Jack and your villagers.

You can also give Lollipops to regular villagers as well. Just like candy, you'll get rewards for doing so. After you've given Jack 3 lollipops, give the remainder to your villagers instead!
Can Only Be Done On Halloween
The whole Lollipop-Furniture exchange with Jack is only available on the night of October 31st. Miss it and you won't get the chance to exchange them anymore unless you Time Travel.
