When it comes to furniture, fences, etc, which ones you choose will ultimately come down to your preferences! If you're making a rather large hot spring district, you'll also need to make ample use of the Island Designer tool, as well as existing island infrastructure.
Plan Out Your Hot Spring Site

First you'll want to plan out the exact scale of your hot spring project. If you want to create a proper, large-scale bathhouse, you'll need to make more than the just the bath area itself! However, some of these areas will take a lot more time, so prioritize making a hot spring with the items you have at your disposal!

Rather than just placing all your baths in one room, it might be more realistic to separate the different types of baths you have into different rooms! You could even create a separate area and surround it entirely with trees!
Set Up A Men's And Women's Section

Hot Spring are traditionally separated by gender, so you could consider doing that as well! Using a Plain wooden shop sign and some custom designs, you can create a sign for Men and Women!

Another option for the particularly brave is to turn your entire house into a hot spring/bathhouse! Note that this method has its serious drawbacks: you'll not only lose the ability to freely customize your house, but it'll also make it harder to improve your HHA (Happy Home Academy) score. If you're going for HHA rewards, get them all before you build a hot spring!

If you don't want to give up your house to make a hot spring, consider making a second character and using their house instead! It will cost you more to actually build the house, but you won't have to sacrifice your main home, so it might be worth it.

Using the Pagoda I got from rescuing Gulliver I was able to really accent the Japanese-ness of my hot spring area. I also planted some Mums and Hyacinths, which are both very commonly seen flowers in Japan!
