There have not been any official announcements or plans mentioned about holding a Valentine's Day event in Animal Crossing: New Horizons. It's likely there won't be any special characters or exclusive DIY recipes for this holiday.
Will You Get Items From Villagers?
In AC: New Leaf, it was possible to receive letters from villagers who you were very close with. This unfortunately doesn't seem to be the case in New Horizons.

From the beginning of February until the 14th, you'll be able to purchase special Valentine's Day themed items from Nook Shopping. These include chocolates and a bouquet, which are rather conventional presents given on Valentine's Day. Perhaps you'll be able to give them villagers on the day of?

The chocolates and bouquet available for sale in early February actually have different color variations, which change daily. It's not possible to change the color of these items via customization, and they're not in the catalogue. Your only option will be to get them from Nook Shopping every day!

On February 14th, you can choose to give your Villagers a (potentially wrapped?) present in the form of chocolates or a bouquet! They're sure to be grateful!
No Special Rewards Or Conversation
Currently we've been unable to confirm the presence of any special rewards or conversation as a result of giving presents on Valentine's Day. We can't be sure, but perhaps something will actually happen if you do this on real-life February 14th?

On Valentine's Day in New Leaf, your character received a letter from both your mother and Isabelle. Isabelle's present, the chocolate cake, was also a consumable item!
Got Presents From Friendly Villagers
Villagers who you had high affection ratings with would give you presents on Valentine's Day! These came with a letter, and you would get different rewards depending on how high your affection rating was.
