You can get Water eggs by fishing in the river. Look for medium size fish shadows (the same size as yellow perch) to get one.
Fish From 9am to 4pm
If you are living in the Northern Hemisphere, there won't be any medium size fish in the river between the hours of 9am to 4pm. If you specifically target medium-sized fish shadows, you can easily get Water eggs.
