Shock Resistance And Lightning Proof Effect
Rubber Armor gives you the Shock Resistance effect, which decreases the amount of damage you receive from lightning up to 3 levels. At Level 3, you won't drop your weapon when you are hit by a lightning attack. In addition, if you equip the full set of armor it will completely block lightning during bad weather, much like the Lightning Helm.

Get From Whistling Hill Cave

Whistling Hill Cave is located east of Hyrule Field Skyview Tower. Progress through the cave and there is a destroyable rock in front of the entrance of the treasure chest. (Like Like is the landmark) Use a Bomb Flower or materials to destroy it.
