Get on a floating scaffold with Ascend

Thyphlo Ruins Skyview Tower cannot be activated at first, but must be cleared of obstacles at the top. First, use Ascend to move to the floating scaffold in the sky. Note that you cannot get on if the scaffold is too high.

Ascend - How To Use & Effect

Rocket Up With Ultrahand To Lift Scaffold

When you move to the scaffold, you will find a rocket, so use the Ultra Hand to attach it vertically to the scaffold. Then attack the rocket with a weapon to cause the scaffold to lift up, and use Paraglider to move to the top.

Move Obstacles At The Top With Ultrahand

Move obstacles at the top with Ultrahand

When you reach the top, use Ultrahand to remove the obstacle. Once it's repositioned in a way that doesn't obstruct the Skyview Tower, a cutscene will start. Return to the entrance of the Skyview Tower and talk to the NPC. The terminal will be fixed.
