Quest Giver Koyin is located near the pond near Hateno Ranch, east of Hateno Village. There are no prior requirements so you can challenge it at any time you have a chance.

A Letter To Koyin Walkthrough
Walkthrough Guide
Recommended Route
Cut down 4-5 nearby trees and create logs.
Use Ultrahand and attach them together and create a very big log and float it in the lake.
Pick up the floating bottle with Ultrahand.
(* If you need more distance then you can cut more logs to increase your big log)
Bring the bottle to Koyin and then speak to her.
Enter the house by the ranch and speak to Koyin again and complete the quest.
Freeze The Lake And Create A Walking Platform
You can throw in Ice Fruit or White Chuchus to create a walking platform as well. This way is faster but you will need to collect materials that are hard to get.
Hateno Cheese Will Be Needed For Other Quests
The Hateno Cheese that you receive is needed for another Hateno Village quest "A New Signature Food". You can purchase it, but it is easier to keep 1 to complete this challenge.
