Quest Giver Hudson is located west side of Tarrey Town. There are no required conditions prior so if you get down from Great Sky Island then you can accept the challenge.

Mattison’s Independence Walkthrough
Walkthrough Guide
Speak to Hudson.
Speak to Rhondson.
Speak to Mattison who is on the 2nd floor of Hudson's house.
Speak to Mattison in the court yard during the day and answer the quiz correctly.
Speak to Hagiem, and make it so you can use the rail car. (20 Rupees required)
Enter the cave inside the cliff behind the Hudson House, then use Ascend in the very back room and go inside the room.
Use Ultrahand on the Hudson Sign in front of the door to move it. 
Don't get caught by Hagie and place the Hudson Sign in front of Hagie and block his view.
Once Hagie's view has been blocked, speak to Mattison and place on the rail.
Go to Hudson's Workplace and speak to Hudson.
Collect 10 Sundelion, and give to Hudson.
Where Can You Find Sundelion?
Sundelion can be found above in the sky of Tarrey Towen, Sokkala Sky Archipelago. To go to Sokkala Sky Archipelago, use Ulri Mountain Skyview Tower which is northwest of Tarrey Town. Or it can be found by ruins that has come down from the sky islands.
Pay 1,500 Rupees and Will Be Able To Purchase Home
After you complete "Mattison's Indpendence", speak to Rhondson and you will be able to purchase your own home. You will need 1,500 Rupees to purchase it, so use the shop to sell items to farm for money.
