Surfing Rocket Shield allows horizontal movement. However, it is difficult to use it to move between Sky Islands because it moves horizontally while falling down when used in the air.

Infinite Rockets From Oromuwak Shrine
Near Rito Village is the "Oromuwak Shrine" with a Revivable Rocket at the entrance. You can Fuse it repeatedly to replenish your Rocket Shield as needed. Just remember, it can't be taken out of the Shrine, so you'll have to revisit to replenish it.

The Device Dispenser At Tarrey Town
Rockets can be obtained from the Zonai capsules of the Device Dispenser in the workshop at Tarrey Town. Stock up on them so that you can use the Rocket Shield at any time.
