The Quest Giver Penn, is located near Snowfield Stable in Tabantha. To receive this challenge, you must complete Side Adventure "Potential Princess Sightings!", so if you haven't already, do so first.

Zelda's Golden Horse Walkthrough
Walkthrough Guide
Speak to Harlow next to Penn and receive "Energizing Elixir".
Head north from Snowfield Stable and find the Golden Horse.
Get close to the Golden Horse and press A to ride then press L to tame the horse.
（* If your Stamina decreases, use the Engergizing Elixir.）
Ride the horse and head back to the stable and speak to Penn to complete.

The Golden Horse is located north of Snowfield Stable. Located in the picture. Since it is a snowy mountain, there aren't much landmarks, but you just need to head north and you will be able to find it.
If Stamina Runs Low, Heal With Elixir
To get the Golden Horse, you will need some amount of Stamina. When you speak to Harlow, next to Penn then you can get 1 Energizing Elixir. Use it when you are running out of Stamina.

When you complete the quest, register the Golden Horse at the stable. The stats of the Golden Horse are fixed so you do not have to reroll for this quest.
