Make Sure To Have Level 2 Cold Resistance
"Gerudo Highlands Skyview Tower" location can not be withstood with Lv 1 Cold Resistance. With Cold Resistance Clothes + Food, you will need to create Lv 2 to unlock it.
From "Gerudo Canyon Skyview Tower" it is recommended to use the paraglider to enter the snow mountain. Even after entering the snow mountain, you can adjust the paraglider to reach the "Gerudo Highlands Skyview Tower".

Fly from "Gerudo Canyon Skyview Tower".

There is a snow mountain on the north side so head there. Use the paraglider, glide, and diving repeatedly so you can decrease the distance.
Tips To Decrease Paraglider's Distance
If you use dive and stop repeatedly then you will be able to decrease the distance of the paraglider. With this you will be able to land on the peak of the snow mountain with the starter stamina wheel.
How To Unlock Gerudo Highlands Skyview Tower
First Enter The Meadela’s Mantle Cave
"Gerudo Highlands" is covered with snow, so you can't enter from the front. There is "Meadela’s Mantle Cave" nearby so first enter the cave.
Use Ascend From Underground To Enter
Once you enter the cave, you will see the material storage. Use the platform to cross the river and go right underneath the Skyview Tower, use Ascend to enter.
