Quest Giver Sophie is located inside or at the entrance of Armor Shop in Hateno. To activate the challenge you will have to speak to Cece in the Armor Shop and then speak to Sophie that is outside.

Cece's Secret Walkthrough
Walkthrough Guide
Recommended Route
Use the town's pot and change the time to night.
When the time is PM10:00, then Cece will come out of the Armor Shop.
Follow Cece by hiding around and not get caught.
Make sure that she heads into the building. 
From the entrance of the building, use "Ascend" against the wood platform on the right.
Press in the L Stick and crouch, enter the building and activate the event.
Report back to Sophie and complete the quest.
Use Cooking Pots To Change The Time
Cece will come out of the Armor Shop at PM10:00.Use a cooking pot to kill time and choose [Night] and it will be PM9:00 so then head straight to the Armor Shop.
