How To Use Towing Harness
You Can Attach A Harness At The Stable
You can put the Towing Harness on your horse by selecting Customize horse and then Attach a harness in the Stables.

By using the Ultrahand, you can attach items to the Harness and carry them around. But note that the Side Adventure Serenade to a Great Fairy is required to unlock Armor Upgrades.
Cannot Be Attached To A Horse Without Pull Stat
The Towing Harness cannot be attached to horses such as Epona that lack the Stat of Pull. The higher the number of Stars in the Pull Stat, the more weight the horse is capable of pulling.

Exchanged For 3 Pony Points
Towing Harness will be given as a 3-point reward for Pony Points. To accumulate points, except the first visit to the Stable, it is also an option to stay at the Stable even though it costs 20 Rupees per night.
