Quest Giver Penn is located Foothill Stable which is south of Eldin. To receive this challenge, you must complete Side Adventure "Potential Princess Sightings!", so if you haven't already, do so first.

For Our Princess! Walkthrough
Walkthrough Guide
- Speak to Penn and receive "For Our Princess!".
Speak to Bougan.
Head to cave in the northwest and speak to the people at the entrance.
Defeat all the enemies inside the cave. 
Return to Foothill Stable and speak to Penn.
Recommended Guide For Cave
Use Weapons And Shields Inside Cave
If the enemies notice you then it will be harder to collect the weapons. Before the enemies pick up the weapons, collect your own weapons. There are a lot of weapons inside the cave so you will want to get all of the weapons as possible.
Defeat Armor Wearing Enemy With Hammer
There is 1 enemy that is wearing armor. If it is a simple weapon, you will not inflict any damage, so fuse the boulder in the very back to your weapon and create a hammer.
Defeat The Huge Enemy Last
There is 1 enemy that is bigger than the others. It is also powerful than the others, so defeat the other enemies first so you can have a 1 vs 1 battle.
