Receive Quest by choosing either "Team Cece" or "Team Reedee". 
Give 8 NPC that are not wearing Cece's clothes Hylian Shrooms.
Speak to Cece and receive reward.
8 NPC Locations To Give Mushrooms
The 8 NPCs that you need to give the mushrooms are located in the map above. But with the time and weather, their locations change so the map picture above is from sunny daylight of 12pm to 5pm.
If Needed, Change The Time
If you want to get the locations like the map above, then it is recommended to change the time. Use a pot or campfire to kill time and choose "Noon" and it will be changed to 12pm Noon.

If You Lose The Mushrooms, You Need To Get Yourself
If you happen to cook or eat the mushrooms, even if you speak to Cece again, you will not be given any new mushrooms. You will have to recollect them and then find the villagers.
