Quest Giver Kilton is located at Pico Pond which is west of Eldin Canyon Skyview Tower. The huge stall will be your mark point so it will be fairly easy to find.

Walkthrough Guide
Recommended Route
Speak to NPC "Kilton" by north of Pico Pond and receive the quest.
Collect the "Bubbl Gem" from the Pico Pond Cave which Koltin came out of.
Give Koltin the "Bubbul Gem" and complete the challenge.
If You Have The Bubbul Gem Then Complete After Talking
If you already have "Bubbul Gems" with you then you can speak to Koltin again and you will be able to complete the quest. But there is a Bubbulfrog inside the cave so don't forget to defeat it.
After Completeing, New Quest Will Activate
When you complete the quest, a new Side Adventure "The Search for Koltin" will activate. If you want to complete them in a row, then chase after Kilton and head to Tarrey Town in Akkala Highlands.
