Where To Get Tingle's Shirt
Complete Side Quest
Tingle's Shirt can be gotten after completing Side Quest "Misko’s Treasure: Twins Manuscript". Even if you stack Side Quests, you can still get this quest.

The Quest Giver, Domidak is located at the entrance of Cephla Lake Cave which is north of Upland Zorana Skyview Tower. You will need to pay 100 Rupees to get the quest.
Pay Domidak Rupees and choose "Misko’s Treasure: Twins Manuscript" and accept the quest.
Head to Dueling Peaks Cave.
Go to Dueling Peaks North Cave.
Progress to the back and examine the drawing on the ceiling.
Go to Dueling Peaks South Cave.
Climb up the wall where Like Like is at and go to the back.
Use the rocks in the area and place them like in the picture.
The door will open so get the treasure chest.
How To Get Tingle's Shirt Back
Available From The Bargainer Statue In Depths

Once the Tingle's Shirt is obtained, it will be available in the Bargainer Statue lineup in Depths, and can be reobtained in exchange for Poes. The Bargainer Statue lineup will be restocked during the Blood Moon, so as long as you have Poe, you can get it over and over again.
