Cece Hat is the reward for Side Adventure "The Mayoral Election". "The Mayoral Election" is the related challenge to "Team Cece or Team Reede?". You can receive "Team Cece..." challenge from Cece who is located in the Armor Shop of Hateno Village.

If you happen to sell the Cece Hat, you can always buy it back from the showcase at the back of Cece's Armor Shop. However, it's not advisable to sell it as you would have to pay 4,000 Rupees for something that was free.
