Gulliver and Captain Gullivarrr are 2 totally different characters so one encounter may be Gulliver the Sailor and the next encounter may be Captain Gullivarrr. Gulliver may not even know of the existence of Captain Gullivarrr and vice versa.

Gulliver and Gullivarrr are separate encounters, so you might see the regular Gulliver one day, and later that week (or the next week) you'll encounter Gullivarrr. Thankfully Saharah, Kicks, and Leif are no longer weekly visitors, so you shouldn't have to wait more than a couple weeks.

So far I have gotten the clothing items in black, red, and blue

You can get different colour versions of bandana, pirate outfit, pirate coat. What I've found so far I'm still farming him
