How To Go To Shrine
Fly northeast from "Ulri Mountain Skyview Tower". It is located on the very northeast shore on the map.

Walkthrough Guide
There are 2 locations where you will cut the rope with arrows. So make sure you have arrows on hand.
On the slate attach a ball to the bottom.
Cut the rope with an arrow, when the slate since then go up, when the slate is up then go to the other side.
Pick up the slate with Ultrahand, and get on top of the slate. Use Recall on the slate, when the slate is up then go up.
Attach the fan, ball and slate together and create a raft. 
Place the raft that you created on the left side of the water.
Cut the rope attached to the treasure chest with arrows. Then use Ultrahand on top of the raft and grab the treasure chest.
Activate the fan, and go to the other side with the raft.
When you put the raft on top of the switch then the door to the goal will open.
* To activate the switch, you can just use the ball as well.
