The Shrine Quest will activate when you examine the shining jewel at Ralis Channel. There are 2 entrances for the Ralis Channel and you can enter either one.

Walkthrough Guide
From Upland Zorana Skyview Tower head to the entrance of Ralis Channel with the paraglider.
Attach the control stick, rock, and fan and create a boat.
It is winding, so instead of the Kite, it is recommended to use the control stick + fan.
Manuever the machine and exit the water vein, when you bring the rock to the shrine then quest complete.
