When you examine the shining jewel at Ralis Channel to activate the Shrine Quest. There are 2 entrances to Lake Ralis, and either entrance will help you reach the jewel.

From Upland Zorana Skyview Tower head to the entrance of Ralis Channel with the paraglider.
Attach the control stick, rock, and fan and create a boat.
It is winding, so instead of the Kite, it is recommended to use the control stick + fan.
Manuever the machine and exit the water vein, when you bring the rock to the shrine then quest complete.
