You can go to Suariwak Shrine after you finish the Yiga Clan side adventure. If you want to unlock the Shrine then complete the Yiga Challenge.

Head north from Gerudo Canyon Skyview Tower.
* Don't use the jump pad.
Enter the Yiga Blademaster Station behind the waterfall.
Wear Yiga Clan Equipment and go in.
Complete the the Yiga Clan Exam and go through the door.
