How To Go To Shrine
Go up in the sky from Gerudo Canyon Skyview Tower.
Use the paraglider to head to the location the picture has the circle around.
Activate the fan and go to the right.
When the battery is gone then use the paraglider to head to the shrine.

Get a Fire Fruit.
From the treasure chest get the Mighty Construct Bow. (If you don't have arrows you can get them nearby.)
When you climb the stairs, the platform will move.
Fuse the Fire Fruit to the arrow and light 2 of the platforms on fire.
Ride the platform that comes out, and ride the paraglider to go on the platform.
