How To Go To Shrine
Head to Akkala Ancient Tech Lab from "Jochi-iu Shrine" which is near East Akkala Stable. Afterwards use the paraglider at the cliff behind East Akkala Stable and go to Lomei Labyrinth Island. 
When you arrive to Lomei Labyrinth Island, use the route in the image and go through the maze, aim for the ladder that leads to the middle room.
When you arrive to the ladder, climb up the ladder and follow the route and you will find the room that has the Shrine in the middle.
