How To Go To Shrine
Recommended to fly north from "Mount Lanayru Skyview Tower".
* If you have enough Stamina then going from "Upland Zorana Skyview Tower" is also OK.
Fly from the Skyview Tower, lower the altitude and you will see the sky island so land on it.
Create an airplane where the fans are at an angle in the front. 
Fly up north, then go to Apogek Shrine which is on the other side of the cliff.
* It will be surrounded by buildings so you won't be able to see it from below.

Walkthrough Guide
Carry the wings on the right with Ultrahand and move it to the rails.
Attach the iron ball and wings with Ultrahand.
Place the wings on the rail and go to the other side.
Take off the ball and place in hole.
Place the wings that you used on the steps.
Grab one of the fans and place on top of the steps.
Use the paraglider on the wind that is made from the fans facing up.
Attach the wings and fans with ultrahand.
Grab the wings to the back right.
Place it sideways so it will be 1 above the other side's step and so you can climb 1 step down. (It is easier to place if you make the wing head to the wall side.)
Climb up the step and open the treasure chest.
Place the wings with the attached fans on the rails.
Ride the wings and activate the fans and ride to the other side.
