Fly southeast from "Ulri Mountain Skyview Tower".
If you don't have much Stamina, then create an airplane on the sky island (Where the Constructs are making things) and you will be able to get to your destination.
* Attach all the batteries in the surrounding areas.

Move back the up and down platform with Recall, and hit the button with the ball. Then stop the Recall. 
From the bottom of the button use Ascend and jump up and open the treasure chest.
Use the paraglider to go through the open door.
