Fly from Gerudo Highlands Skyview Tower to the southwest.

Walkthrough Guide
Ride the updraft with the paraglider and head up.
Use Ascend on the left side wall and go to the location with the big iron ball. 
Drop the big iron ball with Ultrahand.
Move the big iron ball to the front, then go on top of the big iron ball and use Recall to return to the location of the treasure chest.
Set up the big iron ball to pit in the Y shape.
Use Ascend on the big iron ball.
When the small iron ball gets close to the middle part, stop the move with Recall and then stop Recall right away.
Attach the 2 iron balls and go down.
Roll the 2 iron balls on the rails and bring them to the bottom.
Take off the small iron ball, then add it to the top gimmick and the goal will open.
