It is located in the north of Gerudo Highlands Skyview Tower, and climb down the snow mountains and you will find it.
You can jump from top of the rocks to pass the surrounding thorns.

Walkthrough Guide
From near the 1st block use Ascend to climb up.
Get the treasure chest and jump up with Ascend, then climb down the ladder.
Stack the block on the bottom, and attack to the block on top.
Place the 2 blocks in the back right and climb up the ladder.
Bring up the 2 blocks from the bottom.
Attach the 2 blocks to the block on top.
Attach the 3 blocks to the middle of the wall. (The left wall where the treasure chest is at)
Climb down and use Ascend on the top wall and go up.
