Fly from Rabella Wetlands Skyview Tower and head southeast.
Around the Y Altitude of -3210, stop gliding and go down.

In "Proving Grounds" you will be confiscated of all the weapons and equipment, so get the weapons by the entrance.
From the back of the right wood box, use Ultrahand for the raft and drop the Construct to defeat.
Pick up the bow and arrow that the Construct has dropped.
When the bomb explodes on top of the raft, then the raft will break and hard to complete the Shrine so restarting is recommended.
Avoid the arrows the Construct shoots and climb up the ladder.
Drop the 4 Constructs on top of the raft into the water.
One shot with headshot by arrows.
Arrows will come shooting at you from other Constructs so continuously keep moving.
Climb up the ladder and defeat the last Construct.
If you have a good amount of arrows, then aim for a headshot several times and drip it into the water.
